This mechanism acts as a hidden tax, forcing everyday ratepayers to foot the bill for state-mandated programs. While these policies may be important, they belong in the normal state budget process where they must compete transparently for funding. Philip will also push for structural reforms at the Public Utilities Regulatory Authority (PURA) to ensure commissioners prioritize consumer advocacy and rate stability over political agendas.
