UNFUNDED STATE MANDATES

Solutions to Fixing Unfunded State Mandates

As your State House Representative I will:

• Require Full State Funding for Any New Mandate

  • If the state wants towns to do something, the state should pay for it!

  • Every unfunded mandate ends up in an increase to your property tax.

• Create a Municipal Mandate Review Commission

  • Audit current mandates, repeal or consolidate costly or duplicative mandates .

• Expand Municipal Waiver Authority

  • The state must trust towns like West Hartford more and it should be able to apply for waivers of unfunded mandates that are financially burdensome, duplicative or impractical.

• Cap Annual Growth of Municipal Mandate Costs

  • Require the Office of Fiscal Analysis to establish estimated annual municipal mandate inflation rate

  • Prohibit new mandates if the mandate growth exceeds inflation or population growth..

• Protect Local Control

  • West Hartford and its voters are unique and should be able to make many more decisions about its town without state intervention.
